The Governor's transmittal letter dated January 19 follows: "Dear Chief Clerk: 2021-02-18 House Journal Page 0130 Under the authority of Article III, Section 18, of the Alaska Constitution, I am transmitting a bill relating to supplemental appropriations for the state's operating and capital expenses for fiscal year 2021. This supplemental appropriation bill includes $1.235 billion in unrestricted general funds, $12.7 million in designated general funds, $26.1 million in other state funds, and $22.2 million in federal funds. I urge the Legislature to take quick action on this appropriation bill as it contains items that are time-sensitive and critical to the state's economic recovery. The bill includes a supplemental permanent fund dividend payment which will provide much-needed financial relief to Alaskans and also includes a number of important capital projects that were not enacted last year due to the pandemic-related early adjournment of the Legislature.
